Amid targeted bombings of power and heating infrastructures for the fourth winter in a row, Ukraine’s ability to keep its cities warm despite systematic attacks has practical applications beyond the warzone, writes Miro Sedlák, in an article for Atlantic Council.
Their success relies heavily on decentralization and speed, moving away from reliance on easily targeted centralized heating plants and instead towards smaller, mobile cogenerations units able to create “energy islands.”
“Ukraine’s comprehensive emergency response capabilities could offer important lessons for the international community,” writes Sedlák, emphasizing that these responses were not planned in advance but a result of improvisation under fire.
